The quick and simple answer to this question is: there is no rule. That is to say, you can wear your garter on either your right or your left leg. I generally like to recommend the left leg if you are right-handed, and the right leg if you are left-handed, but honestly there are absolutely no rules surrounding this, not even in the historical research of the wedding garter.
